Why Your Lender Is Asking for This
FHA financing on a manufactured home requires the foundation to comply with HUD’s Permanent Foundations Guide for Manufactured Housing. The lender needs a certification from a licensed professional engineer stating the foundation meets that standard. VA lenders commonly require an equivalent engineer certification on manufactured homes as well.
This applies to purchases and, in many cases, refinances. Some lenders accept a prior certification on a refinance if nothing about the foundation has changed. Ask your lender what they will accept before you order anything twice.
What the Evaluation and Letter Cover
The engineer’s letter is based on a physical evaluation of the home’s support and anchoring system. Key items include footings and piers (type, spacing, condition), anchoring and tie-downs, the perimeter enclosure or skirting and its ventilation, vapor barrier condition, confirmation the running gear is addressed as required (hitch, wheels, axles), and overall compliance with the HUD permanent foundation standard.
If the foundation complies, the certification letter goes to you and your lender. If it does not, the report identifies what falls short, so a contractor can quote the retrofit. After the work is done, the foundation can be re-evaluated and certified.

My lender says I need an engineer’s letter for my doublewide. Is that what this is?
Yes. Lenders call it different things: engineer certification, foundation cert, HUD foundation letter. It is a licensed engineer’s certification that the foundation meets HUD’s permanent foundation standard. FPI delivers it.
How much notice do you need before my closing?
The sooner the better, but call even if closing is close. Give us the address and your date and we will give you a straight answer on whether we can make it work.
What if the foundation fails?
You get a report identifying exactly what does not comply. A contractor performs the retrofit, then the foundation is re-evaluated and certified. Common fixes involve piers, anchoring, or perimeter items.
Does a conventional loan need this letter?
Usually not. The engineer certification requirement is standard on FHA loans and common with VA lenders. Conventional lenders set their own rules. Ask your lender before ordering.
Is this the same as a home inspection?
No. It is a focused evaluation of the foundation and anchoring system for lender compliance, and we perform it during the same appointment as your home inspection when you are buying.
I refinanced before and had a letter done. Do I need a new one?
Maybe not. Some lenders accept an existing certification if the foundation has not changed. Ask your lender first. If they want a new one, we can help.
